As said in a statement by the Federal Reserve, "financial institutions are obligated to have an effective, impartial real estate appraisal and evaluation plan," and that appraisers fulfilling reviews should "have the ability and expertise to evaluate compliance with the Federal Reserves appraisal rules and guidelines." The Federal Reserve says appraisal reviews "should figure out whether the appraisal or evaluation is pertinent for the transaction, the liability of the transaction, and whether the means by which the collateral valuation is acquired guarantees independence and quality." Moreover, they "must indicate whether the appraisal or evaluation report matches the engagement letter, which sets forth the outlook of the appraisal assignment." Last, The Federal Reserve says that "some financial institutions add periodic reviews with post-funding evaluations of appraisal quality for some of their higher-liability or greater-value transactions as a channel to aid in uncovering valuation disputes."
